At Calpap no papillons are aloud to leave until they have been desexed.  This is for the protection of the breed and the dogs themselves.  There are many health reasons why a non breeding animal should be desexed.  Males can get cancer of the testicles and Females can get breast cancer & ovarian cancer.  Having a pet desexed also stops males from the urge to wander if a female in the area is in heat and also having a desexed female stops males from coming to the house annoying your female.  Councils also give cheaper registration on dogs that have been desexed.  So as you can see there are more than one positive to owning a desexed pet.
